If you actually read the Military Commissions Act of 2006, you will see that it pertains to "aliens" and not United States citizens.

Once you are picked up and imprisoned, no one need ever hear from you again, so what difference does it make if you are an alien or a citizen? You'll never see a lawyer or a judge, so you can be accused of being an alien enemy combatant and treated accordingly, and you'll have nothing to say about it.

The Military Commissions act says that it authorizes the President to detain anyone, including U.S. citizens, without charge by designating them enemy combatants or unlawful enemy combatants.
The MCA includes language that states that persons who "materially support" hostilities against the U.S. can be labeled and held as 'unlawful enemy combatants.'
The White House has made it perfectly clear that it will target American citizens for propagating information harmful to the interests of the U.S. government and classify them as enemy combatants. This is codified in sub-section 27 of section 950v. of the Military Commissions Act of 2006.
In a speech given Monday October 16 2005, Homeland Security director Michael Chertoff identified the web as a "terror training camp," through which "disaffected people living in the United States" are developing "radical ideologies and potentially violent skills."
Chertoff has pledged to dispatch Homeland Security agents to local police departments in order to aid in the apprehension of domestic terrorists who use the Internet as a political tool.
Therfore just disagree with the Bush administration on the WWW and you too could be deemed an 'enemy combatant' shipped off to be tried by a military commission which is allowed to use Hear-say evedience and provide 'secret' evidence which you are not allowed to see.
Good luck, get your head out of your ass, and read the damn report or shut the hell up!
